Establishing and Transferring Command Practice Test

Transfer of command in ICS is a formal, safety-centered handover. The incoming incident commander receives a structured briefing that covers the current incident status, hazards and safety risks, the active incident action plan, resource assignments, and any ongoing critical operations. This ensures the new lead understands what has been decided and what safety controls are in place. A vital element is reaffirming the incoming IC’s authority to halt unsafe actions immediately, a power supported by the Safety Officer and reflected in the IAP. By explicitly prioritizing safety in the IAP and ensuring a smooth transition, there is no gap in supervision or risk management, keeping operations stable and hazards managed through the change in command.
